I've had issues with so-called friends in the past -- my entire BP except for two people is family. Of the two, one is engaged to my sister and the other has been FH's best friend for 15 years....

One BM couldn't come b/c she lives in CA, which I told her was ok when I asked her to be in BP in the first place. She really can't afford to come.
FSIL who is also a BM and in college in PA decided not to come, and that upset me a little b/c if she really wanted to I think she could have....she just chose not to. But....it is what it is.

I would be disappointed but never mad. She is your good friend so I hope you trust if she said no it is for a good reason. I do suggest though you ask her about it in a non-confrontational way so it doesn't seethe in you.
