I don't know...for me i don't think i would want a hat...you might think its fun and others mind find it silly....themes are fun but only you know your guest...will they like it??

You can have personalized tea bags as favors along with tea cups that you can buy in bulk. Have petit fours and little cucumber sandwiches. Scones, mini cupcakes.
Or you can even make it kind of "Alice in Wonderland" theme.

I have to agree -- while I think the hats are a cute idea I personally hate having things on my head.
Gloves could be a cute idea -- have them at each place setting. People can wear them if they want but don't have to.
For my sister I wrapped tea cups in clear bags and hung a personalized tea bag off of it for the favor. For the cenerpiece we took tea pots and filled them with flowers.
