Yes, they have to be licenced with the state of NY. You have the right to see their licence.
Hair
Make-up
Nail
Massage..
Pretty much anybody that touches you.
Otherwise, they are illegal and not allowed to practice in NY.

Salons, yes, department stores, no. Makeup falls under two licenses, Cosmetology and Esthetics.
