Personally, it should only be the people participating in the wedding itself (ie readers, BM, GM)...Including OOT family & friends is nice but not necessary.
I think you can exclude the friends

Only those in the wedding and their dates would be my suggestion.
My family usually does soemthing simple at home so we can invite more people but my FH was recently in a wedding and I wasn't invited. I was very insulted to not be invited to the rehersal or the dinner. I understand budget but it was a family wedding where all 3 of his other brothers were included and his mother. FMIL and FH were also insulted (espcially since it was at a ghetto buffet line). They did not invite any dates at all for anyone.

Since you're including out of town family... if you can afford it, it will be a nice gesture to include all of your out of town guests. If not, then I think family is just fine.

I have to have 2 rehersals b/c not all of the BP can be there at the same time. The rehersal for the NY based ppl will be on a Monday and FH and I were thinking of getting pizza for everyone that night.
The Friday before the wedding we'll have a second rehersal and then I wanted a dinner with the OOT guests. Some are family, others who are close family friends that have become family and maybe our 2 other friends from OOT who we don't see bc they live in Seattle. The BP should be able to make the dinner so everyone should be able to share the nice meal. It's a little more complicated than this but I think it'll work....
You don't have to invite everyone tho! I'm just a pushover with these things!

We are going to have the rehearsal dinner the weekend before. it will only be the parents, bm, gm, fg, rb, and readers. one reader has a serious significant other, the others are not involved so i am only inviting the one with a date, is that ok?

I'm sorry I clicked onthe wrong one. I say just invite family. There really isn't a need for everyone to come to the RD. They came for the wedding, not the RD. Its a very nice jester to invite them, but not necessary. The RD is usually just basic family and the BP.

We are having the bridal party, their spouses, and our parents ONLY at the rehearsal dinner.
However, we are having an OOT get-together the evening before the wedding. We are meeting everyone at a bar/restaurant, if they want. We aren't paying for any of this. It's an informal get together, and it gives a place for everyone to meet up. What they do with the rest of the night is up to them, as we only plan on staying less than 2 hours. I've been to a few weddings like this and I loved them! (By the way, all of our guests are OOT)
