These dont work for you?
Browse to and open a picture.
In the top right where all the tabs are select layers.
You will see the picture you have opened and it is labeled as
"background"
Right click on the work background and select duplicate layer.
Name it and press ok.
On the left select the magnetic lasso tool and select the area you want
to be in color in the picture.
Now the item will be highlighted.
Select edit on the tool bar then copy.
Then select edit and paste.
Go back to the layers tab and select the background copy.
Go to enhance on the toolbar and select adjust color then remove color.
That will make it black and white and your selection stay in color.

the part that I copied and pasted doesn't work for me.  nothing was labeled background

And there is an even easier way to do black and white with color using the eraser.

Unless I'm missing something....(which could be...hehehehe)...the version that I have Photoshop CS or whatever I can't find this part "Go to enhance on the toolbar and select adjust color then remove color."
Any clue?

I found this thread somewhere and I am SO happy that I did!! It's SO much fun! I took pics of a party my friend threw and was able to do this with the film pics I took- I look like a pro now!! I took a photography course so I was able to have one thing in focus (a candle in this case) and blurr out the rest of the candles on the table...now with Photoshop I can make just that candle in color!! WHOO!! Thanks...
Just a note to those using a newer version like I think I have- I had to change the all color layer to invisible (click on the little "eye" icon in the layers section) in order to see just the b&w layer and color section....

to all the experts --- i have a question :)
Im playing with Photoshop CS2... and when I do the magnetic lasso tool and Desaturate, it takes the color out of area inside the lasso, not outside...
for example, if i just want my face colored, if i put the lasso around my face, it'll make my face B&W.... how do i do it opposite??

i find it easier to desaturate the whole picture, then use the color history tool to bring back what you want in color. you can use the lasso tool to help you when using replacement tool

I used both digital and scanned. I would work with any jpeg image, I believe.
