Crinoline question...

Can someone explain to me how crinolines can be the same length for different heights? Do you just pull it up if you are shorter? Or are you supposed to have it made to your height? Also, for the waist, how do the ones that are made to be adjustable work? I am so confused and I need to get one before my first fitting in two weeks. Thanks.
